India produces more engineering graduates each year than almost any country on earth, yet the job market for them has been tightening for over a decade — not just in 2026’s AI-driven slowdown, but structurally, since well before AI entered the conversation. The official data, pulled from government records, parliamentary replies, and the industry-academia body that runs India’s flagship employability survey, describes a system that overbuilt capacity, underbuilt quality, and is now producing far more graduates than the core engineering labor market can absorb.
The seats were never the problem — filling them with prepared students was
Undergraduate engineering enrollment in India fell from 17.5 lakh in 2012-13 to 12.75 lakh in 2020-21, a 27% decline, according to Education Minister Dharmendra Pradhan’s own statement to the Lok Sabha. Over the same period, AICTE-approved colleges saw a reduction of 3.28 lakh sanctioned seats, and a separate ministerial disclosure put the total seat cuts since 2019 at 5.62 lakh, with AICTE placing a moratorium on approving new engineering colleges. This wasn’t demand outstripping supply — it was the opposite. The government’s own BVR Mohan Reddy Committee, convened to study the sector, found that capacity utilization in undergraduate and postgraduate engineering programs stood at just 49.8% in 2017-18 — meaning roughly half of all sanctioned engineering seats in the country were going unfilled even before the more recent contraction. India built an enormous engineering education system on the assumption of unlimited demand, and has spent the years since quietly shrinking it back toward reality.
Employability has improved — but “improved” still means nearly half fall short
The India Skills Report, published annually by Wheebox in partnership with the Confederation of Indian Industry (CII) and AICTE, is the closest thing India has to an official employability benchmark, built from standardized assessments of graduating students. Its own trend line shows real progress: national graduate employability rose from roughly 33% a decade ago to just over 50% by 2025, and 56.35% in the 2026 edition. That’s a genuine improvement — but read the other side of the same number: even by the most recent, most favorable official measure, something close to 44% of India’s graduating class, across all disciplines, does not clear the employability bar the survey sets. For a system graduating well over a million engineers a year specifically, that gap translates into a very large absolute number of technically qualified but not job-ready graduates entering the market annually.
Engineering is also a class filter, and that shapes who gets stuck
The Azim Premji University’s State of Working India 2026 report adds a dimension that’s easy to miss in seat-count and employability statistics alone: engineering education in India is increasingly a wealth-gated pathway. The report notes that the cost of an engineering degree often exceeds the annual per capita income of lower-income households, meaning access to the higher-quality, better-placed institutions is disproportionately concentrated among students who can already afford it. The same report finds joblessness running at nearly 40% among 15-to-25-year-olds and roughly 20% among 25-to-29-year-olds nationally, and notes that while graduates still earn roughly twice what non-graduates earn at entry level, wage growth for male graduates specifically has been decelerating since 2011. The combined picture: a degree still helps, but it helps less than it used to, and the students most exposed to that erosion are frequently the ones who stretched hardest financially to get the degree in the first place.
The CSE stampede is hollowing out core engineering branches
Within engineering, the crisis is not evenly distributed across branches. As computer science, IT, and AI-adjacent programs have absorbed a growing share of student demand, many colleges have cut seats in mechanical, civil, chemical, and electrical engineering by as much as half to reallocate them toward CSE — and even so, state-level counselling data from recent admission cycles shows tens of thousands of seats going vacant across Tamil Nadu, Karnataka, Gujarat, and Andhra Pradesh, concentrated overwhelmingly in the very core branches students are now avoiding. The reason students are voting with their feet is straightforward and matches what shows up elsewhere in the sector’s data: core-branch graduates face materially fewer job openings and lower starting packages than their CSE peers, so the branch a student picks at 18 has become a much larger determinant of employability at 22 than it used to be.
Even within CSE, a two-tier system has hardened
The employability gap isn’t just core-versus-CSE — it’s increasingly elite-versus-everyone-else within CSE too. India’s IITs and IIITs show minimal seat vacancy and comparatively strong placement outcomes even as private engineering colleges nationally report vacancy and underplacement at scale. That divide compounds an infrastructure and faculty quality problem that shows up repeatedly in accounts of lower-tier private colleges: many charge substantial fees while operating without adequate permanent faculty or lab infrastructure, producing graduates with engineering degrees but without the applied, project-based skills employers in a tightening market are now selecting for. The result is a widening gap between a small number of institutions producing highly employable graduates and a much larger number producing credentialed but under-prepared ones — a split that shows up starkly in campus placement data even at top-tier institutes, where core-branch placement rates have fallen into the 30-40% range at several IITs while CSE/AI placement rates hold at 80%-plus.
What this looks like for a student on the ground
Put together, these threads describe a specific, non-abstract experience for a large share of India’s engineering graduates: a degree that cost a disproportionate share of family income, from a college operating at partial capacity with limited faculty depth, in a branch increasingly short on core-sector openings, competing against an employability bar that a large minority of the national graduating cohort doesn’t clear, entering a job market where AI-driven hiring caution is now compressing entry-level opportunity further still. None of this means an engineering degree has stopped being valuable in aggregate — the wage premium over non-graduates persists, and CSE/AI-track graduates from strong institutions remain in high demand. It means the *average* outcome has become far less predictable than the degree itself implies, and the gap between the best-case and typical-case engineering graduate has widened considerably over the past decade.

That’s a harder problem to fix with a single policy lever than either “not enough jobs” or “not enough skills” alone would suggest.
